If the responsibilities, duties and issues of cantonal and federal parliamentarians are (so) different from the lives of their constituents, then should commune-level elections be the only direct suffrage?

And each subsequent layer decided by indirect election with the previous layer of representatives as the electors? i.e. Communal representatives elect cantonal level, cantonal representatives elect federal.

Assumption: commune(/cantonal)-level representatives are better positioned to understand the nature of cantonal(/federal) matters and decisions, than regular citizens.
